    [Brief_CV] => Stuart Allan is a Managing Director with Secretariat based in Dubai, United Arab Emirates. Mr Allan is a testifying quantum expert witness who focuses on construction and engineering disputes, including the valuation of claims for damages in several jurisdictions, variations under standard and bespoke forms of contract, disruption, and acceleration.  He is also experienced in final accounts, remeasurement and quantity surveying principles. His experience has been gained across a variety of sectors and has included projects in the United Kingdom, Republic of Ireland, United Arab Emirates, Qatar, Kuwait, Saudi Arabia, Malaysia, Algeria and South Africa.

Mr Allan is a qualified quantity surveyor and an RICS Accredited Expert Witness with over 17 years’ international experience in construction and engineering.  Mr Allan regularly acts as Quantum Expert on complex domestic and international construction and engineering projects.

Who’s Who Legal recognises Mr Allan as a Future Leader in the Construction Expert Witnesses space, where he is described as “<em>extremely thorough and all over the key details</em>”, an expert who “<em>pays attention to detail while keeping the bigger picture firmly in mind</em>”, and “<em>compellingly and convincing without appearing partisan</em>”.

Mr Allan leads teams in relation to the resolution of high-value international arbitrations, matters referred to dispute adjudication boards, and matters referred to dispute review boards.  Mr. Allan has worked on party-appointed matters, including appointments from employers, contractors, and subcontractors.  He has also worked on tribunal-appointed engagements.  Mr. Allan has been based in the Middle East for the past 10 years, working extensively on large-scale construction and engineering projects throughout the EMEA region.
