    [Brief_CV] => Robert MacKean is an established practitioner and experienced expert witness with more than 30 years’ experience in the construction industry in the UK and overseas with a focus on rock and tunnel engineering and geological risk evaluation. He is an experienced Lead Designer on long tunnel projects and cavern schemes including detailed designs and design checks for spans in excess of 30m in a variety of ground conditions. As a recognised specialist he has been called upon to undertake forensic investigation of failures (including hydropower projects) and construction difficulties involving geology and groundwater, conducted appraisals of foreseeability, GBR evaluation and implementation of ground risk sharing schemes during construction.

Alongside technical consultancy Robert has always been involved in technical evaluation for dispute resolution, he has assisted experts or formed a member of a technical evaluation / investigation / adjudication team (on fifteen occasions) and been appointed as an expert (on more than twenty occasions) working on behalf of client bodies, insurances companies, contractors, and design consultants.  Robert has given oral evidence at public enquiries (twice in the UK), arbitrations (three times; Hong Kong, Bangladesh and France), in high court (once, in South Africa) and represented parties at mediation (seven times; UK & Hong Kong). Robert has been a Dispute Resolution Board member for tunnel projects.

Robert has prepared expert reports on: unforeseen ground conditions and GBR interpretation including those relating to weathered rock masses, site investigation, tunnel design, forensic analysis of tunnel collapse and root cause analysis, ground related delays and claims (drill and blast and TBM) groundwater inflow to tunnels (prediction and treatment), slope and cliff failures, foundation settlement, ground issues related to piling and wall design and construction, ground collapse and sinkholes, ground excavation (mechanical and blasting). Cases have involved contractual disputes, professional negligence, insurance claims and criminal charges.
