    [Brief_CV2] => Mike is a partner with EC Harris, who are one of the top three professional firms providing quantity surveying, cost, project, property and management consultancy services to a range of different clients.  He has extensive experience in procurement and contract strategy, dispute resolution and the facilitating of successful solutions.  He has developed these skills from a solid foundation of experience in the construction industry that gives him a practical ability and approach to each situation.
Mike has achieved recognised success across a range of disciplines, such as Procurement and Contract Strategy, drafting pre-contract documentation, post contract management and dispute resolution for large blue chip clients, Contractors and Sub contractors.
Experienced in a wide range of civil engineering, building, M&E and process plant contracts incorporating ICE 6th  edition, Engineering Construction Contract (NEC), I Chem E Red and Green Book, G90, JCT, GC Works and Sub Contract Forms, which also includes bespoke, simple and situations of no written contract. He also has experience of FIDIC and various standard and ad hoc forms of contract in Hong Kong, Taiwan, Singapore, South Korea and PRC.
Experienced in managing schemes up to £100 million on cost reimbursable, lump sum (turnkey) and re-measurement contracts. Services have typically included team management, project surveying/directing and providing troubleshooting and strategic advice direct to client managerÚs, directors and group boards.
He has been appointed as an Quantum Expert Witness on a number of construction disputes, acting for both Claimant and Respondent, working with major firms of solicitors and barristers.  He has given evidence in the High Court and in domestic and international ArbitrationÚs.  Mike is also a CEDR accredited mediator.
He has particular experience in major Civil Engineering schemes and was recently engaged in a successful matter as a Quantum Expert on both the Taiwan High Speed Rail Project and Hong Kong Airport Authority (terminal 2).
Particular Commissions And Responsibilities
Mike is committed to remain a practising professional, and listed below are some of the commissions he has been responsible for:
  
  • Quantum Expert on a Conciliation on the Taiwan High Speed Rail Project, sum in dispute in excess of NT$ 1.2bn, matters include prolongation, delay and disruption, variations and finance charges 
  • Expert Advisor to the Hong Kong Airport Authority on a mediation between Employer and Contractor.  Matters include disputed variations, delay, prolongation, acceleration and technical claims.
  • Quantum Expert on a Hong Kong Water Treatment Works  (Arbitration) undertaking a detailed valuation and assessment of a HK$ 60 Million variation account, a HK$ 40 Million prolongation and delay claim for E&M and associated civil engineering works.
  • Quantum Expert in an ICC Arbitration, on a $ 1 bn LNG plant in the Middle East, which involved extensive civil and marine engineering activities. The commission required the assessment of Prolongation, Delay & Disruption, Acceleration and over 100 measurement and variation claims.
  • Expert Witness in a major adjudication between a Contractor and subcontractor on a target cost contract for substantial refurbishment and civil engineering works, which included snapshot forensic auditing
  • Quantum Expert in an ICC Arbitration, on a US$ 4.5 M professional negligence dispute in Seoul, South Korea. The hearing was held in Singapore under Korean Law.
  • Quantum Expert on a tunnelling Arbitration that proceeded to the High Court and the giving of further evidence
  • Quantity Surveying Expert on Hong Kong Housing Authority - v - B+B Construction Company Ltd (In Liquidation), in the Court of First Instance (Hong Kong). HK$700M claim comprising of 7 principal claims and over 200 individual claims for consultancy fees, lost interest on deposit & completion monies, remedial works to the foundations, reinstatement works and improvement works to six 44 storey Blocks and a school. All as a result of defective piling works and alleged breachÚs of the specification
          
  • Expert Advisor on measurement and valuation issues on the publicised CIS -v- Henry Boot Ltd case
  • Expert Advisor on a £70 M, 9 contract flood alleviation scheme for the Environment Agency
  • Advisor to a Water Plc on establishing a new procurement strategy, that includes the devising, setting up and managing of a series of AllianceÚs with the key partners
  • Claims management and Expert Advisor on a multi million pound bacterialogical unit, where the contract involved security systems, M & E handling equipments and controlled/sealed environments.

  • Claims management, devising a negotiation and concession strategy on civil engineering building and process disputes ranging in value from £50,000 to £27M
  • Analysis of time and plant performance difficulties on an international process plant
  • Claims management and negotiation on civils and process disputes for a Water plc
  • Forensic audit of an ECC contract to review the administration procedures on a 90 KM gas pipeline contract
  • Specialist contract and procurement adviser on a high profile civil engineering scheme for a Water plc, as well as analysis of contract claims and professional advice to assist in a negligence action
  • Claims management and assistance within a team that provided Corporate Recovery services to a Telecom company and Adjudication support to a major law firm on a sub contract dispute .
  • Responsible for preparing estimates, cost planning exercises, tender documents and post contract management on schemes with the MoD, Prison Service, Water PlcÚs, The Environment Agency, Local Authority Housing Associations, DeveloperÚs and private clients.
