He holds a PhD in Civil Engineering from the University of Greenwich, specialising in coastal and flood defence systems, and an MSc in Advanced Engineering Design from Brunel University London. His expertise combines academic research with extensive site and design experience, enabling him to provide clear, evidence-based opinions supported by robust technical analysis.
Dr Bahari has significant experience in the design, assessment, and review of Higher-Risk Buildings (HRBs), including multi-storey residential and healthcare facilities. He is familiar with the requirements of the Building Safety Regulator and Gateway processes, and has been involved in projects requiring detailed consideration of structural safety, robustness, and regulatory compliance.
He has extensive expertise in cladding and façade systems, including the structural design and review of external wall systems, fixings, and interfaces with primary structures. His experience includes the assessment of wind loading, fixing strategies, and failure mechanisms, as well as the investigation of defects and remediation proposals in existing buildings.
Dr Bahari is also experienced in the assessment and design of masonry structures, including low- and mid-rise buildings, retaining elements, and heritage structures. His work frequently involves stability assessments, remedial design, and the investigation of defects such as cracking, movement, and deterioration.
He is particularly recognised for his work within the NHS and wider healthcare sector, where he has led structural and civil engineering design for complex hospital upgrades, including CT/MRI installations, bunker structures, and roof-mounted plant systems. His work often involves operating within constrained environments where safety, continuity of service, and risk management are critical.
In addition, Dr Bahari is a specialist in flood risk management and coastal engineering, with extensive experience in the design and appraisal of flood defence systems in line with CIWEM and Environment Agency guidance. His work includes strategic assessments, failure analysis, and long-term resilience planning for coastal and fluvial environments.
His dual expertise in structural and civil engineering enables a holistic approach to projects, integrating drainage, infrastructure, and structural systems to deliver efficient, buildable, and compliant solutions. As an expert witness, he provides clear, impartial opinions grounded in engineering principles, with a strong focus on proportionality, risk, and technical justification.
