Justin is a Chartered Quantity Surveyor with more than 30 years of experience in the construction industry. Justin is Senior Vice President of the Royal Institution of Chartered Surveyors (RICS), immediate past Chair of the Construction Industry Council (CIC), a Fellow of RICS and Chair of the International Cost Management Standards Coalition (ICMS). Justin is also a Member on the Board of Directors for the Considerate Constructors Scheme and a RICS representative on the CEEC council.

Justin founded Adair in 1994 and specialises in construction disputes. Acting as an expert witness for construction claims, Justin uses his in-depth construction industry experience when advising on adjudications, arbitrations and civil proceedings, including those in the Technology and Construction Court within the High Court and gave evidence as recently as 2023. He provides detailed, comprehensive expert reports for construction disputes, particularly those relating to quantum, building defects, professional negligence, construction costs and fees.

Justin has acted as an expert and single joint expert and is regularly appointed as a party representative in adjudication proceedings by referring or responding parties. He is also often instructed by solicitors to support adjudication proceedings for claimants or defendants.

His meticulous work and exceptional attention to detail can be seen in the successful resolution of many expert witness cases. These include multi-million-pound disputes on everything from cladding to heat/power plants, where he has represented leaseholders, subcontractors and consultants, being instructed by either the claimant or defendant.

<strong>Construction skills</strong>

His roles in the RICS show how highly he is respected in the surveying world. He is a Fellow of the Institution and has been the Global and UK Chair of the Quantity Surveying & Construction Professional Group boards. He was also a member of the International Governing Council and co-author of the RICS New Rules of Measurement 2 (the standard for the detailed measurement of construction work).

Justin has cemented his position as a leading player in the wider construction industry by chairing the Construction Industry Council and the International Construction Management Standards Coalition. He is also the past General Secretary for the European Committee of Construction Economists (CEEC) and is a Liveryman of the Worshipful Company of Chartered Surveyors.

In addition, Justin specialises in project management, quantity surveying and project monitoring and has worked on many high-profile, multi-million pound commercial and international super-prime residential projects in places such as London, Gibraltar, the Cayman Islands and the UAE.
