[Brief_CV] => My career started in 1973 as a trainee in Winchester and then from 1979 in London. I have 43 years post qualification experience as a Chartered Building Surveyor (Royal Institution of Chartered Surveyors - RICS) and 37 years experience as a Fellow of the Institution.
I am an RICS Registered Expert Witness and an RICS Expert Witness Registration Scheme Assessor. I am a Member of the RICS Dispute Resolution Working Group. I am a Freeman of the Worshipful Company of Arbitrators and a member of the Pyramus and Thisbe Society (a learned society for party wall surveyors). Previously, I sat on the Academy of Experts Committee and Governing Council.
I am experienced in the building procurement process, building construction, building failures and defects, repairs and improvements, building conservation, appropriateness of and compliance with specifications, quality of workmanship, compliance with contracts and leases, dilapidations, party wall matters and professional performance.
I provide consultancy advice in property and construction. For circa 25 years, I have acted as both expert advisor and expert witness. During this period, I have been appointed as expert advisor, single joint expert and expert witness in 170 plus residential and commercial property disputes from circa £5,000.00 - £100,000,000.00* in value. I am currently instructed as an expert witness in a matter with a dispute value of circa £12,000,000.00. I have worked throughout the South of England, London, the Midlands, Southern Ireland, Wales and Scotland. *estimated
Clients include private individuals, partnerships, SMEs, PLCs and international companies, property investment and management companies, builders, contractors, developers, retailers, nursing homes, charities and trusts. Instructions are frequently received from local, regional and national firms of solicitors.
I am thorough, competent and direct. I am told that I explain complex matters clearly and I bring reality and pragmatism to disputes and by so doing, assist solicitors instructing me, barristers, clients and ultimately, the Court. I have attended meditations, joint meetings of experts and given oral evidence. I am pleased to state that most disputes with which I have been involved have settled without court attendance.

[Brief_CV2] => Howard Jenkins is a Chartered Building Surveyor and Director of the BAQUS PLC group. This is a multi disciplinary practice primarily of building and quantity surveyors, together with other professionals providing consultancy, construction and property advice. The group has near national coverage with offices in major centres including London, Manchester, Birmingham and Liverpool and in other regional centres including Poole, Chichester, Winchester, Canterbury, Litchfield and Oxford.
The Practice has a range of Clients in both the private and public sectors; areas of experience include health, leisure, retail, social, and both residential and commercial.
Commissions range from small to very large. The Practice acts for Clients nationally and internationally.
Prior to joining the BAQUS Group, Howard had been in private practice on his own account for 25 years. He has worked across the South East, in London, the Midlands and Southern Ireland. His clients include private individuals, privately owned companies and partnerships, charities, housing associations, schools, professional bodies, trusts, national and international companies.
Howard has assisted landlords, tenants, property owners, purchasers and vendors with their property and construction problems and disputes.
Howard has been active in the RICS, having been a member of the Building Surveying Education and Membership Committee, a student advisor, and an external examiner at Greenwich University. Howard is also a regular speaker at RICS and other professional/CPD seminars and events.
Howard has been asked to assist the media, both radio and television, when advice has been required on property and construction matters and has contributed to articles in trade and other journals as well as both local and national newspapers.
Educated in Hampshire, Howard trained in Winchester and London. He was awarded the Robert Henry Mills prize in the building surveying final examinations.
