David is an environmental management expert focussing on wastes management. He has more than 30 years wastes management experience including more than 20 years as a director leading technical consultancy and waste management companies and leading award-winning environmental management and sustainable development programmes.
David became a practicing associate member of the Academy of Experts in 2013 and a full practicing member in 2016 and registered on the National Register of University Certificated Expert Witnesses for both Civil and Criminal Law matters in 2016.
David has produced expert witness reports and attended court for both civil and criminal cases.
He has produced mitigation reports to defend against Environment Agency prosecutions for breaches of waste and water management legislation including criminal defence cases concerning breaches of environmental permit conditions, waste duty of care, water treatment failures and trade effluent matters.
He has reviewed the design and operation of drainage and water treatment infrastructure to identify design and operational faults. Recent cases included his inspection of sewerage infrastructure to support claims that faulty construction and design practices contributed to sewage treatment failures and or water pollution incidents. His review of an airport's sewerage design and operational practices enabled an international chemical company to successfully defend against a large pollution damages claim.

David was Manchester Airport's environmental engineer for five years and lectured on Loughborough University's airports and the environment short course for several years. He continues to advise airports on environmental management matters.
His work in the water sector includes leading award winning water minimisation programmes for Thames Water, undertaking wastewater treatment design projects for North West Water and his membership of a DCLG working group setting national water efficiency standards.
His work in the waste sector includes management of wastes management companies and the provision of technical and permitting advice to a range of waste management companies and public sector organisations including the health service and the prison service. He provides technically competent management supervisory expertise to a number of waste management companies to ensure compliance with environmental and waste management legislation.
His construction sector experience includes serving as the sustainability lead for Heathrow Airport's £2.5 billion Terminal Two project in the period to December 2014 at the time one of Europe's largest construction projects. He has also provided sustainability guidance to National Grid's construction teams and provided environmental advice to highway construction teams.
He provides environmental management guidance to OFGEM through membership of OFGEM's Environmental Discretionary Reward Panel (2013 - 2021).
