    [Brief_CV] => Clive Holloway MCIOB MAE is a Programme Delay Expert Analyst and provides advice and/or opinion on matters of time and delay in the resolution of Projects in dispute, and has considerable experience in the preparation of delay, disruption, extension of time and other time-related claims, and counter-claims; and in the defence/rebuttal thereof. He is an accomplished construction professional, with over 40 years experience (15 as a practitioner, and 25 in consulting); and exclusively in planning, programming, delay analysis and time related issues. He has used his fundamental knowledge, and referred to his vast work experience, in his specialised field to develop skills and techniques in the analysis and resolution of projects in delay, and so he is adept in the forensic prospective and retrospective programme analysis of delay and disruption, and understands the methods / approaches available to determine extensions of time. He has acted for claimants and/or defendants alike and has been appointed as Programme Expert Witness on more than 25 occasions, producing Expert Witness reports for exchange with and met with opposing experts in arbitration and litigation, and he has been cross examined and given oral evidence / testimony on three occasions. He is fully aware of the role and obligations of an Expert Witness, and understands the need to provide independent advice and/or opinion to the tribunal, relevant to his expertise, appropriate to the case and as outlined in the brief. He has also produced many less formal Expert Advocate reports with respect to the risks, strengths and weaknesses of claims for adjudication, mediation, amicable settlement, negotiation. His experience is in many sectors - Construction, Building, Civil Engineering, Infrastructure, Transportation, Road and Rail, Oil and Gas, LNG, Power, Energy, etc., and has worked extensively in the UK / Eire, and in many locations around the World; South East Asia, Middle East, Perth WA, Russia, etc.  He was listed in WWL 2019 and 2020 as Construction Expert.

    [Brief_CV2] => I have over 32 years experience in the construction industry; and I specialise in providing expert advice and/or opinion on programming disputes on construction and engineering projects worldwide. I am very proficient in forensic prospective and retrospective programme delay analysis and in the preparation of time-related claims and defence in adjudication, mediation, arbitration and litigation. In dispute work I have used my knowledge and experience and built upon my basic grass root learning and fundamental work experience as a contract planner to develop skills and techniques in the resolution of time-related issues on construction projects. As a programming expert witness I have been appointed many times for either the claimant or the defendant. I have completed numerous expert reports, met with opposing experts and appeared at adjudication, arbitration and mediation hearings. I understand the need to produce excellent, clear, thorough and uncomplicated reports that identify and deal with the key issues related to time. I am fully aware of the requirements and role of a programming expert witness and the obligation to provide independent advice and opinion to the tribunal.
